Quickstart installation hangs on the installation of sample data

↵ Dear Sir/Madam,

I'm trying to install the quickstart file for JV Structure v2.1
The installation hangs on the installation of the sample data, I've already edited the php settings:memory_limit=128M and max_execution_time=240 still the quickstartfile won't install.
Strangely enough v1.5 of the quickstartfile installed without any problems.

Do you have any solutions on how to solve this?
